Clarke, Electric Utility Director— VC – <br />SUBJECT: Request approval to increase the Professional Services Agreement with Ralph E. <br />Hitchcock & Associates, Inc. by $132,000 <br />DATE: March 11, 2003 <br />BACKGROUND: <br />On August 21, 2001, the City Council and Ralph E. Hitchcock & Associates, Inc. entered into a professional <br />services agreement ("Agreement') for power resource consulting and consulting services on the 2002 electric <br />generation project. The term of the agreement expired on March 31, 2002. The City Council approved an <br />amendment to the agreement on August 6, 2002, extending the term through December 31, 2003. <br />DISCUSSION/ANALYSIS: <br />At the time the term was extended, no change to the amount of compensation was requested as sufficient funds were <br />thought to be available through December 31, 2003. Since then, the consultant was asked to perform additional <br />analyses related to the power plant that were not originally anticipated. These additional tasks include ongoing <br />interconnection issues with Edison, a system fault duty study (complete), and evaluation of proposed terms and <br />conditions for the sale of power and steam to CSLP. The additional work has created the need to ask for additional <br />funding to the contract. <br />FINANCIAL IMPACT: <br />The amount requested to fund the contract through December 31, 2003 is $132,000, and is broken down as follows: <br />Robert E. Ferguson, consulting services support <br />$100,000 <br />Utility interconnection issues <br />$ 20,000 <br />Contingency <br />12,00 <br />Total <br />$132,000 <br />Sufficient funds are available in Professional Services account #520-8000-8022-2350-0923-000. <br />ENVIROMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve additional funding to the Professional Services Agreement with <br />Ralph E.
