Clarke, Electric Utility Director— VC – SUBJECT: Request approval to increase the Professional Services Agreement with Ralph E. Hitchcock & Associates, Inc. by $132,000 DATE: March 11, 2003 BACKGROUND: On August 21, 2001, the City Council and Ralph E. Hitchcock & Associates, Inc. entered into a professional services agreement ("Agreement') for power resource consulting and consulting services on the 2002 electric generation project. The term of the agreement expired on March 31, 2002. The City Council approved an amendment to the agreement on August 6, 2002, extending the term through December 31, 2003. DISCUSSION/ANALYSIS: At the time the term was extended, no change to the amount of compensation was requested as sufficient funds were thought to be available through December 31, 2003. Since then, the consultant was asked to perform additional analyses related to the power plant that were not originally anticipated. These additional tasks include ongoing interconnection issues with Edison, a system fault duty study (complete), and evaluation of proposed terms and conditions for the sale of power and steam to CSLP. The additional work has created the need to ask for additional funding to the contract. FINANCIAL IMPACT: The amount requested to fund the contract through December 31, 2003 is $132,000, and is broken down as follows: Robert E. Ferguson, consulting services support $100,000 Utility interconnection issues $ 20,000 Contingency 12,00 Total $132,000 Sufficient funds are available in Professional Services account #520-8000-8022-2350-0923-000. ENVIROMENTAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve additional funding to the Professional Services Agreement with Ralph E. Hitchcock & Associates, Inc.
