Item #1
CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF May 2, 2003
TO: Honorable Mayor and City Council
APPROVAL: Daryl Parrish, City Manager
FROM: City Attorney
SUBJECT: Construction Tax
DATE: April 30, 2002
BACKGROUND:
On October 19, 1977, the City established a construction tax ("tax") to generate revenue
for the capital improvement park and recreation fund in conjunction with the Recreation
Element of the City's General Plan that was adopted on December 6, 1973. The funds
collected where placed in the City's Park Fund. In 1995, the City amended the
municipal code relating to the tax by adopting Ordinance No. 0-03-95 which provided
that the funds collected pursuant to the tax where to be placed in the City's General
Fund rather than the Park Fund.
DISCUSSION/ANALYSIS:
Staff believes that the tax should be repealed and that alternative funding sources
should be pursued. The proposed ordinance will accomplish the repeal.
ALTERNATIVES:
Adopt Ordinance repealing Chapter 3.32 of the Colton Municipal Code relating to
the imposition of the construction tax.
2. Take no action.
FINANCIAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
This ordinance is exempt pursuant to CEQA Guidelines section 15061(b)(3).
RVPUB/ACD/652012
