R-116-01 AND ELIMINATING <br />THE "PARK AND RIDE" TCM PROJECT, CONTRACT NO. 00-097 <br />FROM THE CURRENT CIP LIST <br />DATE: MAY 12, 2003 <br />BACKGROUND: <br />hi the 1980's, local government agencies were included under Regulation 15 of the California <br />Congestion Management Plan and were required to intensify their efforts in the improvement of air <br />quality standards for the South Coast Region. <br />The Park and Ride Project was initiated as one of the projects to meet this program requirement. <br />The Project is located northerly of the I-10 Freeway, easterly of Sperry Drive and southerly of <br />Fairway Drive, within the San Bernardino County Flood Control property. The project was <br />originally intended to be a joint effort between the County of San Bernardino (vacant Flood Control <br />Property) and City of Colton, which originally proposed to lease the property for a Park and Ride <br />Facility. <br />Negotations broke off when the County accepted an offer from the developer of the now existing <br />Fairway Drive Homes Project, indicating a value on the vacant Flood Control property. The project <br />lay dormant for many years. <br />On March 1, 2000, "Park and Ride" TCM Project, Contract No. 00-097 (adopted by Resolution No. <br />R-116-01) was rejuvenated by CMAQ Funding, with an allocation of $549,000. An additional <br />$155,000 was set aside in Measure I CIP Funds. Furthermore the City applied for and received <br />Grant Funding from California Energy Commission (CEC) and the Mobile Source Air Pollution <br />Reduction Review Committee in the amount of $250,000 and $240,000 respectively, to construct a <br />compressed natural gas (CNG) / liquefied natural gas (CNG) station at the Park and Ride site. <br />
