DATE: May 12, 2003 Background On November 19, 2002, the City Council adopted Resolution R-134-02, which established a Kiosk Directional Sign Program (the "Program"). The Program was created to provide citizens with a way -finding mechanism so that they can easily find residential subdivisions and/or RV dealers. The Program was also created to provide a consistent, up-to-date appearance of the kiosks. On April 15, 2003, the Council authorized the City Manager to negotiate with Temeka Incorporated as the contractor to implement the Program. Discussion Design Specifications After a series of meetings with the Temeka, they recommended, and staff concurs, that Exhibit "B" of Resolution R-134-02, the sign specifications, be adjusted slightly. The modified design establishes a color pattern for the two types of kiosks: residential and RV dealers. This will enable a motorist to quickly identify the next directional sign, based on color. The kiosk for the RV Dealers will have a dark blue background with white lettering; the residential kiosk will have a dark gray background, with white lettering. The modification will also allow more flexibility to incorporate a way -finding program for municipal facilities. Although the design of this sign will differ from the residential and RV dealer kiosks, it would complement them, providing a consistent, uniform look throughout the city. The municipal signs will be placed at locations that have been previously designated as locations (Exhibit "A" of Resolution R-134-02), subject to the City Engineer's approval, for the kiosks that currently have several directional signs (i.e. Veteran's Hospital, Civic Center, Fire Station, Police Department, etc.) in addition to other key gateways into the City. Temeka is currently in the process of designing the municipal way -finding sign. The design and specific locations will be brought back for Council consideration at a subsequent meeting. Fees Section 4 of Resolution R-134-02 provides that the sign contractor may charge a reasonable fee to the users of the kiosks (User Fee) and that the contractor shall also pay a fee to the city for administrative costs and for the benefit of operating the program (City Fee).
