Prior to rendering a decision in any proceeding involving a license, permit, contract <br />or other entitlement pending before the city council, any council member who has received <br />been promised a gift or gifts aggregating $50.00 or more in value within the preceding <br />twelve months from a party or participant in the proceeding shall disclose that fact either <br />orally or in writing during open session.
