Based on the entire record before the City Council, all written and ora 1 <br />evidence presented, and the findings made in this Ordinance, the City Council of the City of Colton <br />hereby approves the amendments to the Santa Ana River Redevelopment Project Area Specific <br />Plan attached hereto as Exhibit "A." <br />SECTION 2. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds that the amendments to the Santa Ana River <br />Redevelopment Project Area Specific Plan are consistent with the General Plan ofthe Cityof Colton <br />("General Plan") and systematically implement the goals and objectives ofthe General Plan and are <br />not contrary to the goals and objectives of the Specific Plan for the following reasons: <br />0 <br />The Application is consistent with the goals, policies and principles of the General <br />Plan, including the following: <br />1. Land Use Element - General Objective No. 1 (pp. 2-12). "To create a land <br />use pattern which provides ...a balanced hierarchy of commercial land uses which <br />will service the consumer and economic needs of the City and region; a strong <br />industrial base highly competitive within the area's labor force pool and industrial <br />growth market...." The Application proposes a use that is compatible with the <br />permitted and conditionally -permitted uses in the Specific Plan area. It promotes <br />development and operation of a use that provides a needed service to the residents <br />of Colton as well as the surrounding region. <br />2. Land Use Element - Principle C(4) (pp. 2-24). "The City should use specific <br />plans for creating design flexibility and encouraging the development of attractive <br />industrial parks."
