Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF APRIL 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF CONTRACT FOR CONSTRUCTION <br />MANAGER FOR THE CONSTRUCTION OF BIG LEAGUE DREAMS <br />SPORTS PARK PROJECT TO TECHNICAL SERVICES UNLIMITED <br />IN THE AMOUNT NOT TO EXCEED $ 1309000. <br />DATE: APRIL 12, 2004 <br />BACKGROUND: <br />The Big League Dream Sports Park Project includes construction of three (3) replica baseball <br />fields, a multi-purpose pavilion, concession/restaurant area, batting cages and administration <br />building. The project is located on Ashley Way in Cooley Ranch area and is scheduled to undergo a <br />competitive bidding process in June 2004, with construction anticipated to commence in September <br />2004. <br />Due to the magnitude and diversity of the scope of work for this project, a full-time construction <br />manager is necessary for proper execution of all the activities of the project. The Construction <br />Manager will assist the City with project plan review, the bidding process, project scheduling, <br />coordination of work of the contractor and coordination of the consultant for inspection. <br />Furthermore the Construction Manager will supervise project construction, and assist the City in <br />processing all requests for change orders, time extension and claims. It is expected that the <br />construction management of the project will expend approximately 120 working hours during the <br />plan review/bidding process and 900 working hours for nine (9) months of project construction. <br />ANALYSIS/DISCUSSION: <br />On March 11, 20041 the City solicited proposals for a Construction Manager from six (6) <br />Engineering Firms, in accordance with Section 3.08.070 of the Colton Municipal Code. The <br />following two (2) firms responded to the Request for Proposals (RFP): <br />Technical Services Unlimited from Fresno, California <br />GK & Associates from Diamond Bar, California <br />Staff has evaluated proposals and has determined that Technical Services Unlimited best meets <br />
