R-85-04 COPY <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO AMEND <br />RESOLUTION NO R-07-98 TO PROVIDE ADDITIONAL BENEFITS FOR LOW INCOME <br />CUSTOMERS OF COLTON ELECTRIC UTILITY. <br />WHEREAS, The City of Colton is a general law city, duly organized and existing under the <br />laws of the State of California and situated in the County of San Bernardino; and, <br />WHEREAS, The City of Colton owns and operates an Electric Utility; and, <br />WHEREAS, the State of California's Public Utility Code has established regulations <br />(sections 385-386) requiring that " Each local publicly owned electric utility shall establish a <br />non -bypassable usage based charge on local distribution service of not less than the lowest <br />expenditure level of the three largest electrical corporations in California on a percent of <br />revenue basis to fund investments by the and other parties in any or all of the following: <br />Cost effective demand-side management services to promote energy- efficiency and enei <br />conservation; (2) New investment in renewable energy resources and technolog <br />consistent with existing statutes and regulations which promote those resources a <br />technologies; (3) Research, development and demonstration programs for the pub <br />interest to advance science or technology which is not adequately provided by competiti, <br />and regulated markets; (4) Services provided for low-income electricity customel <br />including but not limited to, targeted energy efficiency service and rate discounts" and, <br />WHEREAS, The City of Colton Electric Utility Department has studied and compared variOL <br />programs offered by other publicly owned electric utilities similar to Colton's and determine <br />that a once a year credit for electric charges on a month chosen by an income eligibi <br />customer would be a fair and equitable means to provide assistance for low incom, <br />customers to have access for affordable electricity. <br />WHEREAS, The City Council of the City of Colton has expressed a desire to have the City o <br />Colton Electric Utility Department provide assistance to low income customers. <br />I <br />
