CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 3, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />4�_ <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR (41 <br />Item #4 <br />SUBJECT: A RESOLUTION IN SUPPORT OF EXTENDING MEASURE I — SAN <br />BERNARDINO COUNTY'S ONE-HALF OF ONE PERCENT <br />TRANSACTIONS AND USE TAX FOR TRANSPORTATION <br />IMPROVEMENTS. <br />DATE: JULY 26, 2004 <br />BACKGROUND: <br />In November 1989 the voters of San Bernardino County approved Measure I, the County's one- <br />half of one percent transactions and use tax for transportation improvements. Since its inception, <br />Measure I has provided funding for numerous transportation projects, including freeways, <br />interchanges, major streets, local roads etc. The current measure is set to expire in 2010, and a <br />proposal is underway to continue the existing tax. <br />DISC USSI ON/ANALYSIS: <br />The City of Colton has benefited with funds for numerous projects over the past twelve years. <br />Some of these projects include: <br />• Paving, rehabilitation and concrete overlay during 1991 through 2000 for $2,909,000 <br />• Reconstruction, traffic signal installation, construction of median divider and signal <br />interconnection of La Cadena Drive, 1993 through 1996 $66,514 <br />• Widening, landscaping and paving of Reche Canyon Road, 1995 through 1999 $18,124 <br />• Improvements to curb and gutters on 50' Street 1991 $13,684 <br />Projects to be undertaken include: <br />• Additional lanes on 1-10 through Ontario, Fontana, Rialto, Bloomington, Colton, San <br />Bernardino, Loma Linda, Redlands and Yucaipa. <br />• Additional lanes on 1-215 through San Bernardino, Colton and Grand Terrce. <br />The City of Colton continues to depend on this reliable source of funding which is complemented <br />by other funding sources to accomplish an aggressive capital improvement program. Currently <br />the City of Colton receives approximately $550,000 per year from Measure I funding, and the <br />passage of this measure in November 2004 is critical to the continuance of the CIP program and <br />provide a safer environment to their residents and maintain a high quality of life they currently <br />enjoy. <br />FINANCIAL IMPACT: <br />The adoption of this resolution in support of the Measure 1 ballot, does not have any financial <br />impact to the City of Colton. <br />
