CITY OF COLTON Item #2 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Consideration of an Amendment to the General Plan Land Use Map to Re- <br />designate Property from Limited Commercial to General Commercial and an <br />Amendment to the City of Colton Official Zoning Map to Rezone Property from <br />C-1 (Neighborhood Commercial) to C-2 (General Commercial) for <br />Property Located at 801 North Rancho Avenue (File Index Number DAP -000- <br />335); Approve a Negative Declaration for the Project <br />DATE: November 29, 2004 <br />BACKGROUND: <br />The applicant, Rancho Colton LLC, is requesting City Council approval of a General Plan Amendment <br />from Limited Commercial to General Commercial, and a Zone Change from C-1 Neighborhood <br />Commercial to C-2 General Commercial for the expansion of an existing neighborhood shopping center, <br />located at 801 North Rancho Avenue (Assessor Parcel Numbers 0162-291-13, 15 & 17-0000), in order to <br />allow for a greater variety of permitted land uses on the project site. An Environmental Assessment was <br />prepared for the project, which resulted in negative environmental impacts therefore staff is requesting <br />approval of a Negative Declaration. <br />ANALYSIS/DISCUSSION: <br />The applicant owns the existing shopping center which contains approximately 19,432 S.F. of retail and <br />convenience uses that include a neighborhood market, a clothing store, a liquor store, a beauty salon, and <br />a laundromat. The requested zone change will permit greater land uses, such as but not limited to, <br />entertainment facilities, financial institutions, indoor retail sales, and repair services. On October 26, <br />2004, the Planning Commission considered the applicant's project, along with a request for architectural <br />and site plan approval for (1) a proposed 5,300 S.F. expansion to the existing shopping center building, <br />(2) a new 3,600 S.F. commercial building, to be constructed on the north side of "C" Street at the <br />southwest comer of the project site, and (3) a proposed 2,400 S.F. drive-thm restaurant. The Commission <br />approved the design plans, a Conditional Use Permit (CUP) for the proposed drive-thru restaurant, and <br />adopted Resolution Number R-12-04, which is a recommendation to the City Council for approval of the <br />General Plan Amendment, Zone Change, and Adoption of the Negative Declaration. <br />The applicant's request will allow an expansion and a major improvement to the exterior of the existing <br />shopping center. The front elevation of the existing buildings will be redesigned to match the proposed <br />additions to the center. The architecture will reflect a more contemporary style with stucco finish, use of <br />complementary colors with clear anodized aluminum finish reveals, and use of mansard "signage <br />screens." The proposed project has been designed to comply with parking and landscaping zoning <br />requirements, and will also provide for an upgrade to the two egress and ingress areas leading into the <br />parking area, one from Rancho Avenue and the second from "C" Street. It is staff's opinion that the <br />proposed project allows for the flexibility necessary to establish a healthy and well-balanced mix of <br />residential and commercial uses that assure the health, safety and welfare of residents. <br />
