CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: Honorable Mayor and City Council Members <br />FROM: Anthony Arroyo, Human Resources Manager el <br />Item #6 <br />SUBJECT: Approval of Side Letters Pertaining to Sell Back of Accrued Holiday <br />Time with the Executive, SBPEA - Mid -Managers, and IBEW — <br />Electric and Water/Wastewater Bargaining Groups <br />DATE: November 22, 2004 <br />During the recent negotiations between the City and some of the affected bargaining groups, it was <br />agreed that the City would allow employees to sell back holiday time given that the Christmas and <br />New Year's holidays are on non-scheduled work days. These are all established City holidays; as <br />such, most employees (some safety personnel are not affected) will accrue 40 hours of holiday <br />time both this year and next. <br />The language in the side letters is the same as was offered to some of the bargaining groups this <br />year during the negotiation process. Essentially, employees would be allowed to sell back a <br />maximum of 30 hours of holiday time, leaving a minimum of 10 accrued holiday hours on the <br />books. <br />DISCUSSION/ANALYSIS: <br />With the accrual of 40 hours of accred holiday time, employees must use this time before the end <br />of the fiscal year, per the MOU. As a result, this can cause scheduling issues with supervisors <br />and/or managers. Staff realized this concern and presented the proposal to the bargaining groups <br />during the negotiation process, however, these three (3) units were not up for contract renewal this <br />year. By allowing employees to sell back their holiday time, it becomes less of a burden for <br />supervisors having to schedule up to one week off for a number of employees. This is especially <br />an issue for those departments that constantly serve the public. <br />FINANCIAL IMPACT: <br />The financial impact cannot be calculated given that it is unknown how many employees will opt to <br />sell back their time. Each department would bear the cost of the employee selling back their time. <br />ENVIRONMENTAL IMPACT: <br />There are no environmental impacts associated with this agenda report. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />None. <br />
