R-146-04 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA APPROVING AND ADOPTING, UNDER THE <br />PROVISIONS OF THE POLITICAL REFORM ACT OF 1974, AN <br />AMENDMENT TO THE CONFLICT OF INTEREST CODE BY <br />AMENDING APENDICES "A" AND "B" OF THE RESOLUTION NO. <br />R-1 8-88 AND BY REPEALING RESOLUTION NO. R-1 26-02 <br />Whereas, the Legislature of the States of California has enacted the Political <br />Reform Act of 1974, Government Code Section 8100 et seg. (the Act), which <br />contains provisions related to conflicts of interest with potentially affect all officers, <br />employees and consultants of the Conflict of Interest Code; and <br />Whereas, the City Council for the City of Colton did adopt and promulgate a <br />Conflict of Interest Code, approved by Resolutions Nos. 3619, 3623, 3619, R-18-88, <br />R-122-92, R-121-94, R-22-98, R-18-99, and R-07-01 with the most recent <br />amendment to the Conflict of Interest Code adopted on November 5, 2002, in <br />compliance with Government Code Section 8100 et sea.; and, <br />Whereas, the City of Colton did incorporate Regulation 18730 within its <br />Conflict of Interest Code by adopting Resolution No. R-18-99; and <br />Whereas, subsequent amendments to and changes in the political Reform Act <br />of 1974 and the regulations of the Fair Political Practices Commission, as well as <br />changed circumstances within the City, have made it advisable and necessary <br />pursuant to Sections 87306 and 87307 of the Act to amend and update the City's <br />Conflict of Interest Code; and <br />Whereas, the polential penalties for violation of the provisions of the Act are <br />substantial and may include criminal and civil liability, as well as equitable relief; and, <br />I <br />
