CITY OF COLTON Item #14 AMENDED AGENDA REPORT FOR COUNCIL MEETING OF DECEMBER 7, 2004. FROM: KENNETH RULON, CHIEF OF POLICE SUBJECT: APPROVE RESOLUTION ESTABLISHING THE BUDGET FOR FISCAL YEAR 2004-05 FOR THE FEDERAL ASSET SEIZURE ACCOUNT IN THE AMOUNT OF $100,000 AND FOR THE STATE ASSET SEIZURE ACCOUNT IN THE AMOUNT OF $25,000. NO GENERAL FUND MONEY WILL BE EXPENDED. DATE: DECEMBER 7, 2004 BACKGROUND: The police department is authorized under State and Federal laws to seize funds that were obtained through the illegal sale of drugs and narcotics. These funds are intended for specific purposes to further the department's mission in combating these illegal activities. The department desires to utilize unappropriated funds in these accounts to purchase capital improvements to the police facility and purchase one vehicle for the department's investigations unit. DISCUSSION/ANALYSIS: The police department is currently in the process of remodeling the existing police facility to include a new locker room and exercise facility. It is the intention of the department to utilize funds not to exceed $100,000.00 from the unappropriated fund balance in the Federal Asset Forfeiture Account to pay for the exercise equipment that will be placed in the exercise area to assist the employees in maintaining their physical fitness. Additionally, the department has a need to replace one of the existing vehicles utilized by the investigations unit that has excessive mileage and is no longer suitable for law enforcement purposes. The department desires to utilize funds not to exceed $25,000.00 from the unappropriated fund balance in the State Asset Forfeiture Account to pay for this capital expense. FINANCIAL IMPACT: The funds to purchase these capital expenses are currently available in the department's Federal and State Asset Forfeiture Accounts. No General Fund expenditures will be required.
