CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 7, 2004 <br />Item #15 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Award of Bid for the purchase of five (5) New Ford Crown <br />Victoria Police Interceptors to Moss Bros Ford, for the Police <br />Department, in an amount not to exceed $125,000.00 using <br />VITEP Funds. Adopt the attached Resolution to appropriate <br />funds for the purchase of these vehicles. No General Funds to <br />be expended <br />DATE: November 29, 2004 <br />BACKGROUND: <br />The Police Department currently has a need to replace five marked Black and White police patrol <br />vehicles that have excessive mileage and wear and tear thus rendering them unsafe for continued <br />police service. Furthermore, the police department has funds available in the Vehicle Impound <br />Tow Enforcement Program Account (VITEP) to purchase these vehicles without affecting the <br />current General Fund. <br />DISCUSSION/ANALYSIS: <br />Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with <br />other agencies for the purchase of supplies, services and equipment. In such instances, the <br />procedures of that agency shall satisfy all city requirements for the bid and award of those <br />purchases. The City of Colton can piggyback onto the City of Rialto bid #04-314 for the purchase <br />of five (5) Crown Victoria Police Interceptors. <br />FINANCIAL IMPACT: <br />The funds to purchase these vehicles are currently available in the police department's VITEP <br />account. No General Fund expenditures will be required. <br />ALTERNATIVES: <br />Reject the piggyback provision and require staff to solicit sealed proposals for these vehicles. <br />However, the cost may well be higher due to the City will not be able to take advantage of the <br />pricing discount afforded to the City for the cooperative purchase. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />(Exact Company Name): Moss Brothers Ford <br />President: Glen Moss <br />Contact: Gary Wang <br />RECOMMENDATION: <br />Staff recommends the approval of the attached Resolution and the award of bid for the purchase <br />of five (5) new Ford Crown Victoria Police Interceptors to Moss Bros Ford for the Police <br />Department in the amount of $125,000.00. <br />Report prepared by Frank Coe, Police Department <br />
