Item #23 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE RESOLUTION FOR THE SUBMITTAL OF THE 2002 <br />RESOURCES BOND ACT ROBERTI-Z(BERG-HARRIS URBAN OPEN <br />SPACE AND RECREATION GRANT PROGRAM, IN THE AMOUNT OF <br />$250,000. <br />DATE: November 29, 2004 <br />BACKGROUND: <br />The City of Colton is in the design phase of a Colton Regional Park collaboratively with the County <br />of San Bernardino and the City of Riverside. Colton Regional Park is a project that will run along <br />the Santa Ana River with two major aims: the first being to protect the City's natural habitat and <br />open space, the second is to provide the residents of the City of Colton with natural recreational <br />areas. This will be the first County Regional Park in the Fifth Supervisory District as well as a first <br />for the City of Colton's Sixth District. Total acreage of the Regional Park will be 150 acres located <br />on the north and south banks of the Santa Ana River, of which 25 acres is designated for the <br />soccer/football fields that will be provided for by the City of Colton. These 25 acres will include <br />eight (8) soccer/football playing fields, a permanent concession stand, bleachers and restrooms. <br />Currently, the State's Department of Parks and Recreation oversees the funding for the Safe <br />Neighborhood, Clean Water, Clean Air and Costal Protection Bond Act of 2002. This Act is funding <br />the 2002 Resources Bond Act Roberti -Z Berg -Harris Urban Open Space and Recreation Grant <br />Program. The State Department of Parks and Recreation at this time is accepting applications for <br />the 2002 Resources Bond Act Roberti -Z Berg -Harris Urban Open Space and Recreation Grant <br />Program, for which the Colton Regional Park Project is eligible. <br />DISCUSSION/ANALYSIS: <br />The total cost anticipated for the construction of the soccer/football fields is estimated at about eight <br />(8) million dollars. In November of 2004 the City applied for two (2) State grants, State Urban <br />Parks and Communities Program and California Youth Soccer and Recreation Development <br />Program, each grant requesting $1,000,000 for the funding of the Colton Regional Park. The City <br />is currently awaiting the State's response for both of these grant applications. The Murray Hadden <br />grant applied for by the City in November 2003, in the amount of $2.5 million, was not awarded to <br />the City. The 2002 Resources Bond Act Roberti-Z'Berg-Harris Urban Open Space and Recreation <br />Grant Program accepts submittals from $30,000 to $250,000.
