Item #25 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE AWARD OF CONTRACT FOR TRAFFIC ENGINEERING <br />SERVICES TO TRANSPORTATION, ENGINEERING AND PLANNING <br />INC. IN THE AMOUNT OF $76,360. <br />DATE: November 29, 2004 <br />BACKGROUND: <br />The Engineering Division does not have a traffic engineer on staff. Much of the preliminary work <br />on Capital Improvement Projects requires the professional services of a traffic engineer. <br />Traditionally these services were not regularly needed as the majority of the City's Capital <br />Improvement Projects were not traffic signalization projects but street improvement projects. The <br />City has currently been limited by singular contracts that have not allowed the City to utilize the <br />current traffic engineer as it has needed. The services and expertise of a traffic engineer are <br />needed for the City to identify and realize innovative ideas and recommendations made at the <br />City's bimonthly Traffic Committee Meetings. To have City staff focus more time to the details of <br />traffic engineering will deter the Engineering Division's ability to respond to public needs, as these <br />tasks would fall to the Engineering Assistant that currently handles plan checks and business <br />compliance inspections. <br />DISCUSSION/ANALYSIS: <br />The City currently has several traffic signalization projects that require the professional services of <br />a traffic engineer. Obtaining the services of a traffic engineer would be a great resource allowing <br />the Engineering Division to complete its traffic signalization projects, ongoing and forthcoming with <br />more agility and speed. Projects such as the improvements approved by Council in November <br />2004 to the City's signalization system require the knowledge of a traffic engineer. There is <br />currently over $740,000 available in projects budgeted with Traffic Impact Fees. Each project can <br />incur a four percent administrative deduction and still be viable. Those projects include the Rancho <br />Signals at Rancho and Citrus, Traffic Signal and Modification, and the Traffic Signal at Barton <br />Road and La Cadena Drive. Additionally, the Iowa and Main Traffic Signalization Project is budget <br />at $450,000 and will require traffic engineering services to complete. The Colton Avenue Bike <br />Lane Project will also call for traffic engineering services and has $719,000 of Transportation <br />Equity Act 21 (TEA21) funding available. <br />7/10103 City Clerk's Office Cb <br />
