Item #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 15, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE RESOLUTION AMENDING THE MEASURE I FIVE YEAR <br />CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2004-2005. <br />DATE: December 14, 2004 <br />BACKGROUND: <br />In November 1989, the San Bernardino County voters approved passage of Measure I authorizing <br />San Bernardino Associated Governments (SANBAG), acting as the San Bernardino County <br />Transportation Authority, to impose a one-half of one -percent retail and use tax. This tax revenue <br />can only be used for transportation improvements and traffic management programs authorized in <br />the Expenditure Plans as designated by the approved and adopted Five Year Capital Improvement <br />Plan and the Twenty Year Transportation Plan. <br />Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five <br />Year Capital Improvement Plan and a Twenty -Year Transportation Plan. Both the Five -Year and <br />Twenty Year Plan outline the expenditure of the funds for specific projects. SANBAG provides the <br />Measure I Revenue Estimate for Local Pass -Through Funds. As part of the County Wide Measure <br />I Sales Initiative Program, the measure requires an annual adoption and update of the respective <br />plans. <br />DISCUSSION/ANALYSIS: <br />The Council adopted the Measure I Five Year Plan for fiscal year 2004-2005 in the September 7, <br />2004 meeting. Staff has found that one of its projects, District 5 CIP, has progressed faster than <br />anticipated. However, part of the Measure I funding for this project was not anticipated to be <br />encumbered until fiscal year 2005-2006. To allow this project to proceed forward staff <br />recommends amending the Measure I Five Year Plan to allow two projects (Street Pavement <br />Rehabilitation Phase 4 and 8"' Street from Citrus to Johnson) currently shown in the Measure I Five <br />Year Plan to begin in 2004-2005 to be shifted into fiscal year 2005-2006. This will make available <br />the funding that was set aside for this project in 2005-2006. The two projects that will be shifted <br />forward will not be impacted by the shift of funding for fiscal year 2005-2006 as they are not <br />anticipated to begin until the June/July of 2005. The Five Year Plan is for the period of 2004 to <br />2009. <br />As of the present time, there are no changes associated with the Twenty -Year Transportation Plan. <br />This plan remains the same until respective changes occur to the City's Circulation Element within <br />the General Plan. We anticipate that the Circulation Element of the General Plan to be updated in <br />2005. <br />7/10/03 City Clerk's Office Cb <br />
