Cassel, Redevelopment Manact115 <br />r <br />SUBJECT: Consideration and Approval of Agency Resolution No. 822, <br />which Prioritizes Certain Public Improvement Projects <br />benefiting the Rancho Mill Redevelopment Project Area. <br />DATE: January 26, 2004 <br />BACKGROUND <br />On September 16, 2003, the City of Colton and Redevelopment Agency approved Resolution <br />R-100-03 and 819, respectively, which approved a $500,000 loan from the City to the <br />Redevelopment Agency for the Rancho Mill Redevelopment Project Area. <br />DISCUSSIONIANALY_ <br />An invitation to form a Citizens Advisory Committee (CAC), who would recommend projects <br />was mailed to all the property owners and tenants in the Rancho Mill Project Area. <br />Approximately fourteen citizens from the Rancho Mill Redevelopment Project Area attended <br />the first meeting of the CAC meeting on December 9, 2003. During the initial meeting, the <br />residents reviewed projects that were identified in the 1994 Redevelopment Plan and <br />recommendations from the City Engineer's office. The CAC also identified a list of several <br />other public improvement projects to be considered for funding. <br />After a second invitation was mailed to all of the property owners and residents within the <br />Rancho Mill Redevelopment Project Area, the second meeting of the CAC was held on <br />January 13, 2004 to prioritize the projects. Attached as Exhibit "A" is the package <br />considered by the CAC at both meetings. The following is the list of improvements identified <br />by the CAC and prioritized in the following order: <br />o Landscape Improvements at Mill Street and Rancho <br />o Landscape Improvements at C Street and Rancho <br />o Traffic Signalization at Citrus and Rancho <br />o Curbs, Gutters and Sidewalks: <br />■ 6th Street from Hanna to Acacia <br />■ Pennsylvania from Citrus to Johnston <br />■ 7th Street from Olive to Oak <br />■ Olive Street from Rail Road Tracks to 7th Street <br />■ "B" Street and Ph Street <br />■ Oak from 7th Street to La Cadena <br />o A 2 to 1 Matching Home Beautification Grant Program <br />R:\ShareRDA\Projects\Rancho Mill\Staff Report RMill Proj Priority Approval 020304 mtg rev 012604.doc <br />
