CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF FEBRUARY 17, 2004
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: David R. Zamora, Community Development Director
Item #6
SUBJECT: Resolution to approve a street name change for Drivers World
Parkway to Ashley Way
DATE: February 9, 2004
BACKGROUND:
The East Valley Land Company, under the management of Aaron Hodgdon, has requested that
the street Drivers World Parkway be re -named Ashley Way in recognition of the Ashley Furniture
manufacturing facility and the proposed Ashley Furniture Retail Outlet. Drivers World Parkway is
a short inverted "L" shaped street that intersects at the east bend of Cooley Drive and intersects
with Cooley Drive at its' north terminus, within the boundaries of the Cooley Ranch Planned
Community.
The California Streets and Highways Code, Section 5026 authorizes the legislative body of a city
to change the name of any street, boulevard, park or place by adopting a resolution.
DISCUSSION/ANALYSIS:
The East Valley Land Company is the owner of the property that was subdivided to provide a
parcel of land for the 800,000 S.F. Ashley Furniture manufacturing facility. When the parcel map
was approved by the City Council, the land was divided into several vacant parcels for future
industrial development. According to Mr. Hodgdon, the name Drivers World Parkway was
selected for the existing street because an auto dealership with the same name was negotiating
the purchase of some of the vacant parcels adjacent to the street. Also, other vacant parcels that
were created by the parcel map were being considered for auto related uses. Unfortunately, the
auto dealership did not materialize, and the property is now going to be used for the Big League
Dreams Sports Park and Canyon Coach Recreational Vehicles Sales and Service Facility. Mr.
Hodgdon is now requesting that the street be re -named to Ashley Way in recognition of the
furniture manufacturing facility and their proposed construction of a retail furniture outlet.
Staff took the applicant's request to the Planning Commission for their consideration. After
considerable discussion, the Planning Commission did not take any action on the proposed name
change for the street. However, the Commission does recommend to the City Council that a
process and application procedure be implemented to rename city streets and roadways, similar
to Resolution No. R-108-03, which established a policy for the naming of city parks, park features,
and community facilities.
FINANCIAL IMPACT:
No impact to the City General Fund. Although the street is named Drivers World Parkway, the
preparation and installation of street names was placed on hold.
ENVIRONMENTAL IMPACT:
No impact, the proposal is exempt under the California Environmental Quality Act (CEQA).
