EQUIPMENT COMPANY IN THE AMOUNT OF $67,720.80 DATE: FEBRUARY 9, 2004 BACKGROUND The Water Department is currently operating with one Backhoe that is more than ten (10) years old. The Water Department has several new projects and waterline replacement projects with deadlines they are trying to accomplish. This is a difficult task to accomplish with the equipment currently available to the Water Department. DISCUSSION/ ANALYSIS Section 3.08.140 "C" of the City's Purchasing Ordinance allows the City to enter into agreements with other agencies for the purchase of supplies, services and equipment. In such instances, the procedures of that agency shall satisfy all city requirements for the bid and award of those purchases. The City of Colton can piggyback onto the State of California CMAS contract #4-98-38-0004A for the purchase of a John Deere 310SG Backhoe, under their cooperative purchasing provision. This will save the City the cost of the formal bid process and allow us to take advantage of the volume discount afforded to State of California. ALTERNATIVES Solicit sealed bids for the purchase of a Backhoe. However, the cost may well be higher due to the smaller quantity and by piggybacking onto State of California CMAS contract we can still take advantage of the volume discount pricing afforded to the State of California. FINANCIAL IMPACT Funds are available for the purchase of the John Deere Backhoe in the Water Department Miscellaneous Equipment account #521-8100-8101-4930. ENVIRONMENTAL IMPACT None RECOMMENDATION Staff recommends the City Council piggyback on to the State of California CMAS contract #4-98-38-0004A and award the purchase of one (1) John Deere 31 OSG Backhoe to R.D.O.
