CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF FEBRUARY 17, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER 0-ji SUBJECT: APPROVE RESOLUTION NO. 15 AMENDING THE BUDGET FOR FISCAL YEAR JULY 19 2003 AND ENDING JUNE 309 2004 TO APPROPRIATE FUNDS FOR PAVEMENT REHABILITATION OF GRAND AVENUE FROM VALLEY BOULEVARD TO STEVENSON STREET AND APPROVE ENTERING INTO A COOPERATIVE AGREEMENT WITH THE COUNTY OF SAN BERNARDINO FOR SAID IMPROVEMENTS. DATE: February 9, 2004 BACKGROUND: On November 17, 2003, the County of San Bernardino notified the City of Colton of their intention to pave a segment of Grand Avenue. The proposed project starts at Valley Boulevard and extends northerly to Stevenson Street (see exhibit "A") with an approximate length of 0.75 miles. The County is seeking City's participation in this pavement rehabilitation by proportionally sharing the cost of the project. The estimated project cost for this 0.75 -mile pavement rehabilitation segment of Grand Street (from Valley Boulevard to Stevenson Street) is approximately $226,158, the County's share will be 71.8% (approximately $162,383) and the City of Colton's share will be 28.2% (approximately $63,775). The County of San Bernardino will be the lead agency for this project. The proposed cooperative agreement essentially implies that if the bids come in up to 25% over the cost estimates, the County can award the contract and the City of Colton will be obligated. This may increase the City's share up to $79,720. ANALYSIS/DISCUSSION: The project will be beneficial to the City, considering the increasing volume of traffic that uses this road and the on-going development in the area. The County of San Bernardino prepared the draft of the Cooperative Agreement as shown on (Exhibit `B").
