Boards and Commissions <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF January 20, 2004 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny — Community Services Director � <br />SUBJECT: Parks & Recreation Foundation Request to Fill Board Member <br />Director Positions <br />DATE: December 16, 2003 <br />BACKGROUND: <br />The Parks & Recreation Foundation is currently at work for the citizens of Colton. <br />Recreation Division Scholarships are being awarded to Colton's youth, and <br />fundraisers are on-going to see that future scholarships are possible. The <br />Foundation is operated by a Board of Directors. Two members of the current <br />Board are Council Members, who serve 2 -year terms. Mayor Pro Tempore <br />Chastain currently serves as the Foundation President. She and Mayor Bennett <br />have been instrumental in reviving the Foundation as Board Members, however <br />their terms of service have expired. As a result, the Board of Directors is <br />requesting that the City Council give consideration to re -appointing members to <br />these positions for a two-year term. According to recently amended Foundation <br />By-laws, the Foundation Board of Directors shall include one City of Colton Council <br />Member as a Board Member, and one Council Member as an alternate, who is <br />invited to all Foundation Board meetings, and only assumes voting rights in the <br />absence of the seated Council Member. <br />DISCUSSION/ANALYSIS: <br />The Foundation has amended its by-laws to include one Council Member as a <br />Director, and one Council Member as an alternate. This was done to facilitate the <br />busy schedules of City Council Members. The Foundation has become a <br />functional entity in Colton, and the Board of Directors is confident that on-going <br />regular business can be accomplished with the participation of a single Council <br />Member. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />
