CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 20, 2004 <br />Item #8 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chiefs._`_.___ <br />SUBJECT: Approve acceptance of FEMA Grant requiring matching funds and <br />approve and adopt a Resolution amending the Budget for Fiscal <br />Year commencing July 1, 2003 and ending June 30, 2004 <br />DATE: <br />BACKGROUND: <br />January 12, 2004 <br />The Colton Fire Department was one of the first 300 fire departments nation-wide to receive a <br />grant through the FIRE Act of 2003. FEMA awarded Colton Fire Department a grant in the <br />amount of $128,900 to fund our Firefighter Respiratory Protection Project. The grant requires the <br />City to provide a 10% match in the amount of $12,890. <br />DISCUSSION/ANALYSIS: <br />The FIRE Act of 2003 (Federal Assistance to Firefighters Grant Program) provides <br />$750,000,000 to be distributed on a competitive basis nation-wide. More than 19,000 <br />applications were received by FEMA. The monies received by Colton Fire will be used to <br />purchase and install diesel extraction equipment in fire stations. Fire Station 212 was equipped <br />with diesel extraction equipment three years ago. The diesel extraction equipment hooks up to <br />the exhaust systems of the fire engines and exhausts it to the outside of the building. This <br />protects our firefighters, staff, volunteers, and visitors from the documented health dangers that <br />diesel exhaust presents. <br />The grant, in the amount of $128,900, requires a 10% match ($12,890) by the City of Colton. <br />The grant also requires that the "grantee maintain their operating expenses in the funded grant <br />category at a level equal to or greater than the average of their operating expenditures in the <br />two fiscal years preceding the fiscal year in which the grant is awarded." <br />Upon acceptance of the grant by the City, we may draw the funds in advance of equipment <br />purchase. The equipment will be purchased using existing city procurement polices. <br />FINANCIAL IMPACT: <br />Receipt of a grant in the amount of $128,900 from the Federal Emergency Management Agency <br />requires an amendment to the 2003-2004 Fiscal Year Budget, increasing the Revenue Estimate <br />in Account Number 100-6764, and an increase of $128,900 in Appropriations in the Fire <br />Department Account Number 100-6090-6091-4930. Staff requests the matching funds of $12,890 <br />be drawn from funds set aside for remodel of City facilities. <br />
