CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JANUARY 20, 2004 Item #8 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: Tom Hendrix, Fire Chiefs._`_.___ SUBJECT: Approve acceptance of FEMA Grant requiring matching funds and approve and adopt a Resolution amending the Budget for Fiscal Year commencing July 1, 2003 and ending June 30, 2004 DATE: BACKGROUND: January 12, 2004 The Colton Fire Department was one of the first 300 fire departments nation-wide to receive a grant through the FIRE Act of 2003. FEMA awarded Colton Fire Department a grant in the amount of $128,900 to fund our Firefighter Respiratory Protection Project. The grant requires the City to provide a 10% match in the amount of $12,890. DISCUSSION/ANALYSIS: The FIRE Act of 2003 (Federal Assistance to Firefighters Grant Program) provides $750,000,000 to be distributed on a competitive basis nation-wide. More than 19,000 applications were received by FEMA. The monies received by Colton Fire will be used to purchase and install diesel extraction equipment in fire stations. Fire Station 212 was equipped with diesel extraction equipment three years ago. The diesel extraction equipment hooks up to the exhaust systems of the fire engines and exhausts it to the outside of the building. This protects our firefighters, staff, volunteers, and visitors from the documented health dangers that diesel exhaust presents. The grant, in the amount of $128,900, requires a 10% match ($12,890) by the City of Colton. The grant also requires that the "grantee maintain their operating expenses in the funded grant category at a level equal to or greater than the average of their operating expenditures in the two fiscal years preceding the fiscal year in which the grant is awarded." Upon acceptance of the grant by the City, we may draw the funds in advance of equipment purchase. The equipment will be purchased using existing city procurement polices. FINANCIAL IMPACT: Receipt of a grant in the amount of $128,900 from the Federal Emergency Management Agency requires an amendment to the 2003-2004 Fiscal Year Budget, increasing the Revenue Estimate in Account Number 100-6764, and an increase of $128,900 in Appropriations in the Fire Department Account Number 100-6090-6091-4930. Staff requests the matching funds of $12,890 be drawn from funds set aside for remodel of City facilities.
