Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JANUARY 20, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER OW FD•n.. 1f'J <br />SUBJECT: APPROVE RESOLUTION APPROPRIATING ADDITIONAL FUNDS <br />FOR CONSTRUCTION OF COLTON MIDDLE SCHOOL SOCCER <br />FIELD LIGHTING PROJECT AND AUTHORIZE THE AWARD OF <br />CONTRACT FOR THIS PROJECT IN THE AMOUNT OF $366,700, <br />TO MACKENZIE ELECTRIC, INC. AS THE LOWEST RESPONSIVE <br />AND RESPONSIBLE BIDDER <br />DATE: JANUARY 12, 2003 <br />BACKGROUND: <br />In October of 2001, the City of Colton approved a Joint Use Agreement with Colton Unified <br />School District to construct improvements to the existing playfields located at Colton Middle <br />School. The scope of work for the project includes the installation of light poles and foundations, <br />lighting fixtures, conduits, wirings and all the necessary control panel and switchgear. <br />The advertisement for public bidding began on November 21, 2003 and the bid opening was <br />conducted on December 18, 2003. Staff received formal proposals from six (6) firms, with their <br />corresponding bid amount as follows: <br />1. MacKenzie Electric, Inc. $ 366,700.00 <br />2. F.E.C. Electric, Inc. $ 412,549.33 <br />3. ACE Electric $ 455,000.00 <br />4. M. Wilson Co. Contractors, Inc. $ 515,500.00 <br />5. Quality Light and Electrical $ 534,553.00 <br />6. Beco Electric $ 578,000.00 <br />ANALYSIS/DISCUSSION: <br />Upon review, City staff found that MacKenzie Electric, Inc., is the lowest responsive and <br />responsible bidder in the amount of $366,700. The current available funding for the project is <br />$300,000. The funds required to complete the project, including 10% contingencies, are $403,370. <br />Staff is recommending that unallocated fund from construction of Davis Park Restroom and Park <br />Improvement Project be allocated for this project to cover the shortfall. Davis Park Restroom and <br />Park Improvement Project had a total funding allocation of $430,000 from Roberti-Z'Berg-Harris <br />Urban Open Space and Recreation Grant Program. The project was completed in December 2003 <br />in the amount of $315,000 (including engineering, staking, construction and other miscellaneous <br />
