Item #12 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF JANUARY 20, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER � SUBJECT: AUTHORIZATION REQUEST TO REJECT ALL BIDS AND TO SOLICIT ANOTHER BID FOR THE CONSTRUCTION OF CDBG CHILDCARE MODULAR PROJECT DATE: JANUARY 12, 2004 BACKGROUND: The CDBG Child Care Modular Units Project consists of the installation of 2160 square foot modular buildings to be used for childcare services at Reche Canyon and Wilson Elementary School sites. The Project involves installation of a manufactured modular building, construction of concrete walkways, handicap ramps and installation of water and sewer at each facility. Currently the City has following funding allocations and ECD (Economic and Community Development) approval for these listed CDBG (Community Development Block Grant) Projects. Reche Canyon Elementary School — ECD Project Number 104-24118 - $160,000. Woodrow Wilson Elementary School — ECD Project Number 104-26118 - $180,000 On December 4, 2003, staff received formal proposals from four (4) funis, with their corresponding bid amount as follows: 1. DND Construction $ 414,685.00 2. Meadows Construction Services Inc. $ 516,049.00 3. R. Jensen Company $ 540,000.00 4. KCECO, Inc. $ 629,840.00 ANALYSIS/DISCUSSION: The bid received from the lowest bidder, DND Construction, is considerably above the Engineering Department cost estimate of $322,000. The total funding for the project is $340,000, an estimated amount of $20,000 has already been expended for engineering ($15,000 for preparation of plans), advertisement, printing and other miscellaneous expenses. Since the lowest bidder is considerably over the budget, it appears that the best option is to reject all bids and solicit new bids while phasing the project as follows: (1) Fabrication of Modular Units and placement on site. (2) Construction of on-site improvement for Modular Buildings with the remaining funds.
