Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JANUARY 20, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER � <br />SUBJECT: AUTHORIZATION REQUEST TO REJECT ALL BIDS AND TO <br />SOLICIT ANOTHER BID FOR THE CONSTRUCTION OF CDBG <br />CHILDCARE MODULAR PROJECT <br />DATE: JANUARY 12, 2004 <br />BACKGROUND: <br />The CDBG Child Care Modular Units Project consists of the installation of 2160 square foot <br />modular buildings to be used for childcare services at Reche Canyon and Wilson Elementary <br />School sites. The Project involves installation of a manufactured modular building, construction of <br />concrete walkways, handicap ramps and installation of water and sewer at each facility. Currently <br />the City has following funding allocations and ECD (Economic and Community Development) <br />approval for these listed CDBG (Community Development Block Grant) Projects. <br />Reche Canyon Elementary School — ECD Project Number 104-24118 - $160,000. <br />Woodrow Wilson Elementary School — ECD Project Number 104-26118 - $180,000 <br />On December 4, 2003, staff received formal proposals from four (4) funis, with their corresponding <br />bid amount as follows: <br />1. DND Construction $ 414,685.00 <br />2. Meadows Construction Services Inc. $ 516,049.00 <br />3. R. Jensen Company $ 540,000.00 <br />4. KCECO, Inc. $ 629,840.00 <br />ANALYSIS/DISCUSSION: <br />The bid received from the lowest bidder, DND Construction, is considerably above the Engineering <br />Department cost estimate of $322,000. The total funding for the project is $340,000, an estimated <br />amount of $20,000 has already been expended for engineering ($15,000 for preparation of plans), <br />advertisement, printing and other miscellaneous expenses. <br />Since the lowest bidder is considerably over the budget, it appears that the best option is to reject all <br />bids and solicit new bids while phasing the project as follows: <br />(1) Fabrication of Modular Units and placement on site. <br />(2) Construction of on-site improvement for Modular Buildings with the remaining funds. <br />
