Item #13 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF JANUARY 20, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER ) SUBJECT: REQUEST APPROVAL OF CITY COUNCIL FOR A RESOLUTION OF THE CITY OF COLTON AUTHORIZING THE EXECUTION OF THE CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM FOR FEDERAL FISCAL YEAR (FFY) 2003-2004, AS REVISED DATE: JANUARY 7. 2004 BACKGROUND: On October 7, 2003, Council approved the Federal Fiscal Year (FFY) 2003-2004 Disadvantaged Business Enterprise (DBE) Program for the City of Colton federally funded Capital Improvement Program (CIP) Projects to be constructed during the City's FY 2003-2004. The Overall Annual DBE Goal of 11.4% was further broken down into a 10.3% Goal for Race -Conscious minority participation and a 1.1 % Goal for Race -Neutral minority participation; the Overall Annual Goal and the breakdown for minority participation was approved by Council. ANALYSIS/DISCUSSION: It has come to light that portions of the source data utilized to calculate the DBE Goals set forth in the Caltrans presentation (Exhibit `B") were not current. In addition, the list of CIP Projects which fall under the purview of federal funding requirements was edited to reflect only those projects which will be engineered or constructed throughout the FFY 2003-2004, October 1, 2003 to September 30, 2004; was added to the DBE report. U.S. Census Bureau records from 2001 were used in place of the previous census data, along with an updated DBE Directory from the Caltrans Local Assistance Web Site and the edited CIP Listing, TABLE IA, were used to revise the DBE Goal -Setting and Methodology FFY 2003-2004 report; see Revised Exhibit `B" (attached). Once approved by Council, this report is submitted to Caltrans for final approval and execution. The end results were unchanged by the above -noted modifications. The Overall Annual DBE Goal for the FFY 2003-2004 for the City of Colton is still 11.4%, including a 10.3% Race -Conscious minority participation Goal and a 1.1 % Race -Neutral minority participation Goal. FINANCIAL/FISCAL IMPACT Revised Exhibit `B" does not alter the financial impact discussed in the original DBE staff report presented at the October 7, 2003, Council Meeting.
