DELGADO, Human Resources Manager <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OCCASIONED BY <br />DEPARTMENT REORGANIZATION <br />DATE: January 12, 2004 <br />BACKGROUND: <br />During the classification and compensation study, the City Clerk's office reclassified one of the <br />Office Specialist II positions to an Administrative Assistant. In 2003, as part of the layoffs, the City <br />Clerk's office gave up the Administrative Assistant position and the incumbent was reclassified to <br />the previously held position of Office Specialist II (the position was "Y -rated" to the Administrative <br />Assistant salary). <br />When the position went from Administrative Assistant to Office Specialist II, the City Manager and <br />City Clerk agreed that, at a later point in time, the incumbent Office Specialist II could possibly be <br />reclassified, dependent upon an overall analysis of all City Clerk Office positions. There appeared <br />to be sufficient market data to support more job classifications unique to the City Clerk's Office, <br />but such study and analysis would take several months to complete. Based on the unique job duties <br />and responsibilities, the City Clerk has conferred with the City Manager's office and Human <br />Resources for the reclassification and series titles for the Deputy City Clerk and Office Specialist II. <br />DISCUSSION/ANALYSIS: <br />Based on analysis of market positions for City Clerk operations, the current Office Specialist II is <br />recommended for reclassification to a Deputy City Clerk and the current Deputy City Clerk should <br />be reclassified to a Senior Deputy City Clerk. The changes in job duties and responsibilities for the <br />reclassified Deputy City Clerk have increased over the last year. Some of the duties include: <br />records management, having to learn the processes of utilizing the computer and automation <br />process for Council agendas, becoming a notary public, acting as recording secretary for the <br />Historical Commission, possessing the Passport Agent Certificate and acting as passport agent for <br />the city's passport facility, an enterprise. These duties and the time devoted to them, distinguish <br />this position from the City's clerical series. <br />
