Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 6, 2004 <br />TO: Honorable Mayor and City Council <br />7 <br />FROM: Tom Hendrix, Fire Chief--" <br />SUBJECT: Consider Resolution to approve joining with San Bernardino County and <br />every city and town within the County in preparing a multi -jurisdictional <br />Hazard Mitigation Plan <br />DATE: <br />June 24, 2004 <br />BACKGROUND: <br />The Disaster Mitigation Act of 2000 requires jurisdictions (states, counties, cities, towns and <br />special districts) to have a local Hazard Mitigation Plan approved by the Federal Emergency <br />Management Agency (FEMA) by November 1, 2004, in order to be eligible for pre and post <br />disaster mitigation funds administered by FEMA. <br />DISCUSSION/ANALYSIS: <br />A Hazard Mitigation Plan requires a city to identify its natural hazards, profile those hazards in <br />detail, assess its vulnerabilities to those hazards, establish hazard mitigation goals, and identify <br />projects to help mitigate those hazards. <br />The City of Colton is required to complete a Hazard Mitigation Plan by November 1, 2004. We <br />may prepare a "stand alone" plan that pertains only to our City, or we may join with other <br />surrounding jurisdictions and do a mutli-jurisdiction plan. In San Bernardino County, the County <br />and every other city/town within the county have committed to preparing a multi -jurisdictional <br />plan. <br />The multi -jurisdictional approach has several benefits. It is recommended by FEMA (who <br />ultimately approves the plan), it allows the County and the cities to share resources and <br />expertise, and it provides for a regional approach to mitigating natural hazards that extend over <br />political boundaries. <br />FINANCIAL IMPACT: <br />The cost of not doing a Hazard Mitigation Plan could be significant. It exposes the City to the <br />possible loss of federal funds following a disaster. In joining with the County to prepare a multi - <br />jurisdictional plan, we will incur the cost of purchasing a license for web -based planning tool <br />that all the county partners will be using. The cost of the Visual Risk License will be $3,000. <br />The money will come from Emergency Management Preparedness Grant (EMPG) funds and <br />will not affect the general fund. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST <br />None. <br />
