Item #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF <br />JULY 6, 2004 <br />TO: Honorable Mayor and City Council Members <br />FROM: Dilu de Alwis, Finance Director V <br />SUBJECT: Annexation of Area S-50 and Acceptance of Property Tax Negotiations. <br />DATE: June 28, 2004 <br />BACKGROUND <br />The City of Colton has six unincorporated islands within its current sphere of influence that qualify for <br />annexation proceedings under AB1555. In Area S-50, there are four islands generally located east and west of <br />South La Cadena Drive south of the Santa Ana River. Elimination of these islands would increase the <br />efficiency of services delivered by reducing the irregular boundaries that currently exists. <br />DISCUSSION/ ANALYSIS <br />On January 21, 2000, AB1555 became effective, allowing for the annexation of unincorporated territory of 75 <br />acres or less, without the need to obtain property owner or registered voter approval. On September 2, 2003, <br />the City Council for the City of Colton approved Resolution R-94-03, requesting the Local Agency Formation <br />Commission (LAFCO) to take proceedings for reorganization to include annexation of property generally <br />identified as Annexation Area No. 50, generally located on the east and west side of South La Cadena Drive, <br />south of Tropica Rancho Road. LAFCO requires the adoption of a resolution by the City of Colton, which <br />indicates how the property taxes will be distributed between the County and the City of Colton. The attached <br />resolution meets the requirement of LAFCO for said property tax negotiations. <br />ALTERNATIVE <br />None <br />FINANCIAL IMPACT <br />With the approval of the attached resolution by the City Council and implemented by the San Bernardino <br />County Tax Collector, the city will see an increase to the property taxes remitted to the City of Colton as a <br />result of this annexation. As of the writing of this report, the office of the Tax Collector has not completed the <br />analysis showing the actual revenue increase to the City and the said analysis will be forwarded to the City <br />Council prior to taking action on this resolution. <br />
