Item #8 CITY OF COLTON AGENDA REPORT FOR CITY COUNCIL MEETING OF JULY 6, 2004 TO: Honorable Mayor and City Council Members FROM: Dilu de Alwis, Finance Director 01 - SUBJECT: Annexation of Area S-51 and Acceptance of Property Tax Negotiations. DATE: June 28, 2004 BACKGROUND The City of Colton has six unincorporated islands within its current sphere of influence that qualify for annexation proceedings under AB1555. In Area S-51, there is one area generally located in the southern section of Reche Canyon Road adjacent to the Riverside and San Bernardino County line. Elimination of these islands would increase the efficiency of services delivered by reducing the irregular boundaries that currently exists. Y�i�b�9L�]ilU. -1Rb9K On January 21, 2000, AB1555 became effective, allowing for the annexation of unincorporated territory of 75 acres or less, without the need to obtain property owner or registered voter approval. On September 2, 2003, the City Council for the City of Colton approved Resolution R-94-03, requesting the Local Agency Formation Commission (LAFCO) to take proceedings for reorganization to include annexation of property generally identified as Annexation Area No. 51, generally located in the southern section of Reche Canyon Road adjacent to the Riverside and San Bernardino County line. LAFCO requires the adoption of a resolution by the City of Colton, which indicates how the property taxes will be distributed between the County and the City of Colton. The attached resolution meets the requirement of LAFCO for said property tax negotiations. ALTERNATIVE None FINANCIAL IMPACT With the approval of the attached resolution by the City Council and implemented by the San Bernardino County Tax Collector, the city will see an increase to the property taxes remitted to the City of Colton as a result of this annexation. As of the writing of this report, the office of the Tax Collector has not completed the analysis showing the actual revenue increase to the City and the said analysis will be forwarded to the City Council prior to taking action on this resolution.
