Item #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 69 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER GAr <br />SUBJECT: APPROVE ENTERING INTO A COOPERATIVE AGREEMENT <br />WITH THE COUNTY OF SAN BERNARDINO AND CITY OF <br />GRAND TERRACE TO INSTALL TRAFFIC SIGNAL AND <br />MAKE MINOR MODIFICATIONS TO THE INTERSECTION <br />OF BARTON ROAD AND LA CADENA DRIVE. <br />DATE: JUNE 299 2004 <br />BACKGROUND: <br />On January 22, 2004 the County of San Bernardino submitted a draft cooperative agreement, <br />preliminary plans, and preliminary cost estimate for the installation of a traffic signal at Barton <br />Road and La Cadena Drive. The estimated cost for this project is approximately $380,000. The <br />County is seeking the City's participation in this traffic signal installation by proportionally sharing <br />the cost of the project. <br />The scope of work is to install a traffic signal, construct minor modifications to the intersection of <br />Barton road and La Cadena Drive, and construct a north -bound acceleration lane on Barton Road at <br />Palm Avenue. <br />On April 28, 2004 the County of San Bernardino submitted a revised draft agreement, which added <br />the City of Grand Terrace as participant and share the cost of the proposed improvements which is <br />within the jurisdiction of County of San Bernardino, City of Grand Terrace and the City of Colton. <br />The County of San Bernardino will act as the Lead Agency in the project. Colton's estimated share <br />of project cost is $160,000 (42.11%), County's share is estimated at $150,000 (39.47%), and Grand <br />Terrace's estimated share is $70,000 (18.42%), as shown in Exhibit "A" of the attached agreement. <br />ANALYSIS/DISCUSSION: <br />The project will be beneficial to the City, considering the number of accidents that have occurred <br />historically at this intersection and the volume of traffic that uses this common intersection. The <br />County of San Bernardino prepared the draft of the Cooperative Agreement as shown in <br />(Exhibit "A"). <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under State CEQA Guidelines Section 15301 <br />
