CITY OF COLTON Item #7 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JULY 20, 2004 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Continuously Recruit and Appoint Part-time Custodian Position, as <br />needed, in the Police Department. <br />DATE: July 8, 2004 <br />BACKGROUND: <br />The Police Department desires to create a new part-time Custodian position to clean and maintain <br />the department's facilities. The funds for this position will be transferred from the department's <br />Building and Maintenance account in the Fiscal 2004/ 2005 Budget. <br />DISCUSSION/ ANALYSIS: <br />The Police Department operates four separate facilities, including the main station, the NET <br />office, the Courtyard Substation, and the Property Room at the Corporate Yards. Currently the <br />department contracts with Central Building Services to clean these facilities. It is our desire to hire <br />a part-time Custodian to replace that service, while providing greater internal control over the <br />operations. <br />The City currently has a job classification of Community Child Care Custodian with an adopted <br />salary Resolution. This job classification is consistent with the requirements for the police <br />department and is being amended to include both positions. The salary range will remain the <br />same. <br />FINANCIAL IMPACT: <br />The cost to fund the Custodian position will be transferred from the department's Building and <br />Maintenance account where it was allocated for contract janitorial services. The current costs for <br />services are approximately $1,200.00 per month. We anticipate the costs of the part-time <br />employee not exceeding $1,000 per month. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Do not approve the department's request to recruit and appoint and continue to utilize the contract <br />services at a greater expense to the City. <br />CONFLICT OF INTEREST - Gift Disclosure Requirements: <br />Not Applicable <br />RECOMMENDATION: <br />Staff recommends approval of the request to create a part-time custodian position in the Police <br />Department and to continuously recruit and appoint a part-time custodian position, as needed, in <br />the police department. <br />Prepared bv: Frank Coe.
