CITY OF COLTON
AGENDA REPORT
FOR THE COUNCIL MEETING OF JULY 20, 2004
Item #8
TO: Honorable Mayor and City Council Members
FROM: Kenneth Rulon, Chief of Police
SUBJECT: Request to approve an increase in the number of part-time police
stenographer positions in the police department; and approve the
request to continuously recruit and appoint part-time police stenographer
positions. Funds available in adopted Fiscal 2004/ 2005 Budget.
DATE: July 13, 2004
BACKGROUND:
The Police Department desires to increase the number of part-time police stenographer positions
due to the impact of increased arrests and crime reports generated by the department.
DISCUSSION/ ANALYSIS:
During the past year the police department has seen a substantial increase in the number of
arrests and crime reports generated by its employees. This has resulted in a backlog of reports
needing to be transcribed and forwarded to the District Attorney's Office for filing purposes.
The four (4) current stenographers each work approximately twenty (20) hours per week, but this
unfortunately does not address the increase need for transcribing responsibilities.
FINANCIAL IMPACT:
The cost to fund this position will be absorbed into the police department's current operating
budget.
ENVIRONMENTAL IMPACT:
Not Applicable
ALTERNATIVES:
Do not approve the department's request to increase the number of part-time police
stenographers and risk crime or arrest reports not being timely submitted to the District Attorney's
Office that could result in the release of criminal offenders on technicalities.
CONFLICT OF INTEREST- Gift Disclosure Requirements_:
Not Applicable
RECOMMENDATION:
Staff recommends that the City Council approve the department's request to increase the number
of part-time police stenographers to ensure that crime/ arrests reports are completed timely to
ensure that prosecution of criminal offenses is not affected.
Prepared by: Frank Coe, Police Lieutenant
REVIEW TEAM N L
City Attorney:
City Manager:
Finance Director:
OTHER:
