CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JULY 20, 2004 <br />Item #8 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Request to approve an increase in the number of part-time police <br />stenographer positions in the police department; and approve the <br />request to continuously recruit and appoint part-time police stenographer <br />positions. Funds available in adopted Fiscal 2004/ 2005 Budget. <br />DATE: July 13, 2004 <br />BACKGROUND: <br />The Police Department desires to increase the number of part-time police stenographer positions <br />due to the impact of increased arrests and crime reports generated by the department. <br />DISCUSSION/ ANALYSIS: <br />During the past year the police department has seen a substantial increase in the number of <br />arrests and crime reports generated by its employees. This has resulted in a backlog of reports <br />needing to be transcribed and forwarded to the District Attorney's Office for filing purposes. <br />The four (4) current stenographers each work approximately twenty (20) hours per week, but this <br />unfortunately does not address the increase need for transcribing responsibilities. <br />FINANCIAL IMPACT: <br />The cost to fund this position will be absorbed into the police department's current operating <br />budget. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Do not approve the department's request to increase the number of part-time police <br />stenographers and risk crime or arrest reports not being timely submitted to the District Attorney's <br />Office that could result in the release of criminal offenders on technicalities. <br />CONFLICT OF INTEREST- Gift Disclosure Requirements_: <br />Not Applicable <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the department's request to increase the number <br />of part-time police stenographers to ensure that crime/ arrests reports are completed timely to <br />ensure that prosecution of criminal offenses is not affected. <br />Prepared by: Frank Coe, Police Lieutenant <br />REVIEW TEAM N L <br />City Attorney: <br />City Manager: <br />Finance Director: <br />OTHER: <br />
