CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 20, 2004 <br />Item #9 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: K. RULON, CHIEF OF POLICE <br />SUBJECT: AWARD A CONTRACT FOR THE PURCHASE OF TWO F150 CNG <br />PICK-UP TRUCKS FOR THE POLICE DEPARTMENT AND THE <br />COMMUNITY DEVELOPMENT DEPARTMENT, BUILDING <br />INSPECTION UNIT; AND ONE CHEVROLET 1 TON CNG PRISONER/ <br />EVIDENCE TRANSPORT VAN TO WONDRIES FLEET DIVISION IN <br />AN AMOUNT NOT TO EXCEED $96,000.00. <br />DATE: July 8, 2004 <br />BACKGROUND: <br />The Police Department and the Community Development Department's Building Inspection <br />Division are in need of vehicles to replace current vehicles that have proven to be unreliable for <br />daily use. The funds to obtain these vehicles are currently available in the Pollution Reduction <br />Fund balance account. <br />DISCUSSION/ANALYSIS: <br />At the meeting of September 16, 2003, the City Council approved staff to piggyback on the City of <br />Santa Monica bid #14862 that was awarded to Wondries Ford Fleet Division and purchase two <br />Ford F150 CNG trucks. The Code Enforcement Division of the Police Department has placed <br />those trucks into service. <br />Both the Police Department and the Community Development Department are in need of <br />additional vehicles to replace aging, unreliable vehicles in their fleets. The Police Department and <br />the Community Development Department both desire to purchase Ford F150 CNG trucks, and <br />the Police Department also proposes to purchase a Chevrolet 1 Ton Prisoner/ Property transport <br />vehicle to reduce the trips required to transport prisoners and property from the police department. <br />The piggyback bid from Wondries Ford Fleet Division is still available and vehicles are ready for <br />delivery. <br />Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with <br />other agencies for the purchase of supplies, services and equipment. In such instances, the <br />procedures of that agency shall satisfy all city requirements for the bid and award of those <br />purchases. The City of Colton can piggyback onto the City of Santa Monica bid #14862 for the <br />purchase of the two (2) F150 CNG Pick-up Trucks and can piggyback onto the City of Palmdale <br />bid #P40348 for the purchase of the (1) 1 Ton Chevrolet Van. <br />The vehicles proposed for purchase are two Ford F150 trucks and a Chevrolet 1 Ton Prisoner/ <br />Evidence Transport Van that are Dedicated Compressed Natural Gas (CNG) vehicles that are in <br />compliance with South Coast Air Quality Management District's Rule 1191, "Clean On -Road Light <br />and Medium Duty Public Fleet Vehicles." They meet the California Air Resources Board's <br />certification for "Low Emissions -Vehicles (LEV)." <br />The F150 and Van vehicles assigned to the police department will be painted black and white with <br />the current police graphics and light bars in order to enhance the visibility of vehicles. <br />FINANCIAL IMPACT: <br />The funds are currently available in the Pollution Reduction Fund balance. <br />
