Item #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 209 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AM[ER JAKHER, P.E., CITY ENGINEER1%, <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR <br />THE CONSTRUCTION OF CDBG PROJECT NOS. 104-30122 <br />(CURB, GUTTER, SIDEWALK AND HANDICAP RAMP ON <br />DISTRICT 4 - AROUND COLTON HIGH SCHOOL), 104-30125 <br />(CURB, GUTTER, SIDEWALK - DISTRICT 3) AND 104-30126 <br />(MISSING HANDICAP RAMPS ALONG VALLEY BOULEVARD - <br />DISTRICT 4) <br />DATE: JULY 129 2004 <br />BACKGROUND: <br />There are three (3) remaining ECD (Department of Economic and Community Development — County <br />of San Bernardino) approved CDBG (Community Development Block Grant) street improvement <br />projects in District 3 and 4. The Project includes fill-in concrete curb, gutter and sidewalk, drive <br />approaches, handicap ramps and match -up AC paving. Currently the City has funding allocations and <br />ECD approval for the following CDBG Projects. <br />• #104-30122 — Fill-in curb, gutter and sidewalk around Colton High School, south <br />of C Street (District 4) <br />• #104-30125 — Fill-in curb, gutter and sidewalk on Citrus Street, between Bordwell <br />Avenue and Mt. Vernon Avenue (District 3) <br />• #104-30126 —Construct handicap ramps along Valley Boulevard (District 4) <br />ANALYSIS/DISCUSSION: <br />Public Services Department opted to combine these three (3) projects into one to minimize <br />construction overhead, mobilization, and traffic control expenses. The bidding process will be <br />scheduled for four (4) weeks. During this time, every attempt will be made by the Engineering <br />Department staff to ensure a wide range of potential Bidders are reached by the advertising <br />process. The City will advertise in three (3) local newspapers and in several Plan Houses where <br />Contractors can view Plans, Specifications & Documents. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are Exempt under Section 15301(c) (Existing Highways or <br />
