1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RUA RESOLUTION NO. 03-7 <br />A RESOLUTION OF THE RIALTO UTILITY AUTHORITY OF <br />THE CITY OF RIALTO, CALIFORNIA, ADOPTING THE FISCAL <br />YEAR 2003/2004 BUDGET PLAN <br />WHEREAS, the proposed budget for fiscal year 2003/2004 of the Rialto Utility Authority has <br />been submitted to this Authority, and said budget has been considered and, is in form and substance <br />satisfactory to this Authority; and <br />WHEREAS, the Authority may not exceed their appropriations by character of expense, with <br />character of expense being defined as personnel services, services and supplies, capital outlay, debt <br />service and transfers, without the consent of the Authority; and <br />WHEREAS, the Executive Director may transfer appropriations, between departments and <br />within their respective funds, as long as those appropriations do not exceed their fund total unless <br />approved by the Authority; and <br />WHEREAS, the Authority may not hire in excess of the approved number of positions in job <br />classification as indicated by the budget detail without the consent of the Authority; and, <br />WHEREAS, it is the intent to ensure that maximum efficiency and savings are realized within <br />the Authority, all personnel additions, including temporary staffing to provide for staffing turnover, slial <br />require approval by the Authority; and <br />WHEREAS, the interfund borrowings arising from deficit spending in any fund shall require <br />Authority action to provide for repayment terms and conditions; and <br />WHEREAS, certain capital projects, programs and commitments have been approved for <br />appropriation in fiscal year 2002/2003, the Chief Financial Officer shall be authorized to carryover <br />appropriation budgets for these items as approved by the Authority. <br />NOW, THEREFORE, THE RIALTO UTILITY AUTHORITY OF THE CITY OF <br />RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: <br />Section 1: That the budget plan for the Rialto Utility Authority for the fiscal year and <br />2003/2004 is hereby approved and adopted in the form on file with the City Clerk. <br />-1- <br />
