related to production of maps through the City's GIS database and production of
documents through the City's Questys database.
Regarding fees for duplication of audio and video tapes, the City has not increased its fee
for these services for many years, even though the City's costs for providing such
services has increased. Therefore, City staff has determined that it is appropriate to
increase the existing fee charged for the duplication of audio and video tapes in order to
more effectively recover the City's costs.
City staff has prepared the attached resolution which sets for the new and increased fees
described above. City staff has also provided in attached Exhibit "A" specific information
about how the fees were calculated. In accordance with the provisions of the
Government Code and California case law, the proposed fees are reasonable, fair and
equitable and proportionately representative of the costs incurred by the City.
ALTERNATIVES:
1. Adopt the proposed resolution as drafted.
2. Direct staff to revise the proposed resolution pursuant to Council discussion.
3. Deny the proposed resolution and continue to subsidize costs for production of
electronically stored information and duplication of audio and video tapes
FINANCIAL IMPACT:
Approval of the fees listed in the proposed resolution would help ensure recovery of the
actual costs incurred by the City for providing the above described services. This would
be a beneficial financial impact to the City.
ENVIRONMENTAL IMPACT:
No environmental impact is anticipated
CONFLICT OF INTEREST - Gift Disclosure Requirements:
Not applicable.
RECOMMENDATION:
Staff recommends that the City Council adopt the proposed resolution establishing certain
new fees and increasing certain existing fees for various services provided by the City.
Report Prepared By: Dean R.
