EXHIBIT "A" FINANCE DEPARTMENT NEW FEES The following information explains the methods used by the Colton Finance Department in determining the proposed amounts to be charged for the various fees established in the proposed resolution. Geographic Information Services ("GIS") Fees The Finance Department oversees the division of Information Services ("IS") which handles, among other responsibilities, the City's Geographic Information Services ("GIS") database. The City purchased the GIS equipment for approximately $20,000 and leases the proprietary software for the equipment. From time to time, IS staff members are required to produce maps and other documents using the electronic information stored in the GIS database. The staff time, equipment and materials involved in producing such documents adds up to a considerable cost to the City. GIS Services Fee City staff have calculated an hourly fee of $75.00 to be charged for preparation and production of customized maps or other customized documents using the GIS database. This hourly fee covers: (1) staff time of $25.00 as the average hourly rate of all employee positions involved in preparation and production of customized GIS maps or other GIS documents; and (2) equipment costs and software costs of $50 for the incremental cost of using the GIS equipment purchased by the City and the incremental cost of the City's lease agreement for the proprietary GIS software. GIS Map Production Fee IS staff members are routinely asked to produce certain maps from the GIS database, including a General Plan map; a Zoning map; a Redevelopment Agency Project Area map; and a Council Districts map. Because these maps are produced frequently, Staff has been able to standardize the production of these maps and has calculated the following fees: General Plan map (provides parcel based General Plan codes) $20.00 Zoning map (provides parcel based Zoning codes) $20.00 RDA Project Areas (aerial photo with Project Area) $10.00 Council Districts (displays Council Members' districts) $10.00 The above fees include costs for paper, ink and administrative costs which include staff time to prepare the map, including such tasks as resizing and loading the I_MI
