BARRERA, CITY CLERK <br />HISTORIC PRESERVATION LIAISON <br />Item #2 <br />SUBJECT: ORDINANCE RESTATING AND AMENDING CHAPTER 15.40 OF THE <br />COLTON MUNICIPAL CODE RELATING TO HISTORIC <br />PRESERVATION <br />DATE: May 25, 2004 <br />BACKGROUND/ DISCUSSION/ANALYSIS: <br />For the past several months, Staff and the City Attorney's office have been working on <br />revising the City's Historic Preservation program contained in Chapter 15.40 of the Colton <br />Municipal Code. The revisions were needed to make the program more "user-friendly" <br />and streamline the review of historic property and district designations. The revisions <br />incorporate the following changes: <br />1. Eliminates unnecessary definitions and significantly narrows the types of <br />designations to two types: (1) historic resources; and (2) historic districts. The current <br />ordinance was confusing because it referred, interchangeably to cultural resources, <br />districts, historic and/or scenic districts, historic properties, historic resources, landmarks, <br />nominated resources and urban conservation districts. <br />2. Bifurcates the designation status into (1) designated historic resources and/or <br />districts and (2) potential historic structures and/or districts. Designated resources and <br />districts must comply with all provision of the ordinance. Potential historic resources and <br />districts (those that are in the process of being designated or qualify for designation but <br />do not have the property owners' concurrence) must submit requests for review but all <br />actions are voluntary. <br />3. Clarifies the nomination procedures for historic structures and districts. <br />4. Establishes an expedited review procedure for potential historic resources and/or <br />districts that utilizes a "Recommendation Committee" made up of City's Preservation <br />Officer, Building Official and City Engineer to screen modifications to potential historic <br />resources and/or districts. <br />The City's Historic Preservation Commission reviewed the ordinance at their meeting of <br />April 15, 2004 and recommended approval to the City Council. <br />FINANCIAL IMPACT: <br />None <br />01 /06/04 City Clerk's Office <br />RVPOB\MXM\673297.1 <br />
