CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JUNE 1, 2004 TO: HONORABLE MAYOR &CITY COUNCIL FROM: DILU DE ALWIS, FINANCE DIRECTORV Item #9 SUBJECT: AWARD OF CONTRACT TO SDA SECURITY SYSTEMS, INC. FOR THE PURCHASE AND INSTALLATION OF A WIRELESS TRANSMISSION VIDEO SURVEILLANCE SYSTEM FOR THE COMMUNITY SERVICES DEPARTMENT IN THE AMOUNT NOT TO EXCEED $68,529.00. DATE: MAY 24, 2004 BACKGROUND On February 12'", 2004 the Central Services Division advertised a Request for sealed Proposals (RFP) and mailed four (4) sets of RFP documents to camera and security vendors for the purchase and installation of a wireless transmission video surveillance system to be installed at Rich Dauer Park and Cooley Park for the Community Services Department. The objective for the video surveillance system is to deter vandalism in the parks and enhance the opportunity for the City of Colton to identify perpetrators of crime at these locations. Proposal(s) were opened in the Central Services Office at 2:30 p.m., March 10, 2004. Two proposals were received and evaluated. One proposal was invalid due to the vendor not signing the proposal. DISCUSSION/ANALYSIS The Community Services Division in conjunction with representatives from the Police Department, Information Services Division, Central Services Division, Electric Department and Council Member Mitchell participated in several demonstrations from vendors to establish an overall specification for the RFP prior to the RFP mailing and advertising. The valid proposal was received from SDA Security Systems, Inc. (SDA) in the base amount of $36,700.00. SDA listed several options for the City of Colton to increase and enhance the proposed system performance. These options included: 1) Enhanced camera surveillance by adding one PTZ camera at each location. 2) Upgrade of wireless transmission to License pair back haul at 23ghz 45 mbps. The evaluation team believes it would be in the best interest of the City to take advantage of these upgrades for future expansion and enhanced security for a total contract award amount $68,529.00. The City's purchasing ordinance allows the awarding of a contract when a single proposal is received. ALTERNATIVES None FINANCIAL IMPACT The funds for this project are available in account number 100-1000-1260-3890 and 605-6040-6044-2301.
