CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 1, 2004 <br />TO: HONORABLE MAYOR &CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTORV <br />Item #9 <br />SUBJECT: AWARD OF CONTRACT TO SDA SECURITY SYSTEMS, INC. FOR THE PURCHASE <br />AND INSTALLATION OF A WIRELESS TRANSMISSION VIDEO SURVEILLANCE <br />SYSTEM FOR THE COMMUNITY SERVICES DEPARTMENT IN THE AMOUNT NOT <br />TO EXCEED $68,529.00. <br />DATE: MAY 24, 2004 <br />BACKGROUND <br />On February 12'", 2004 the Central Services Division advertised a Request for sealed Proposals (RFP) <br />and mailed four (4) sets of RFP documents to camera and security vendors for the purchase and <br />installation of a wireless transmission video surveillance system to be installed at Rich Dauer Park and <br />Cooley Park for the Community Services Department. The objective for the video surveillance system is to <br />deter vandalism in the parks and enhance the opportunity for the City of Colton to identify perpetrators of <br />crime at these locations. Proposal(s) were opened in the Central Services Office at 2:30 p.m., March 10, <br />2004. Two proposals were received and evaluated. One proposal was invalid due to the vendor not <br />signing the proposal. <br />DISCUSSION/ANALYSIS <br />The Community Services Division in conjunction with representatives from the Police Department, <br />Information Services Division, Central Services Division, Electric Department and Council Member <br />Mitchell participated in several demonstrations from vendors to establish an overall specification for the <br />RFP prior to the RFP mailing and advertising. <br />The valid proposal was received from SDA Security Systems, Inc. (SDA) in the base amount of <br />$36,700.00. SDA listed several options for the City of Colton to increase and enhance the proposed <br />system performance. These options included: 1) Enhanced camera surveillance by adding one PTZ <br />camera at each location. 2) Upgrade of wireless transmission to License pair back haul at 23ghz 45 mbps. <br />The evaluation team believes it would be in the best interest of the City to take advantage of these <br />upgrades for future expansion and enhanced security for a total contract award amount $68,529.00.
