CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 1, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, Assistant Electric Utility Director( A) <br />Item #13 <br />SUBJECT: Award of Contract for the Purchase of Compact Fluorescent <br />Lamps to Felt Electric in the Amount of $58,000.00, and <br />approval of Resolution <br />DATE: May 24, 2004 <br />BACKGROUND: <br />The City of Cotton Electric Utility Department previously received an allocation of California SB5X <br />funds to help residential and commercial utility customers reduce their energy use. The City has <br />been mandated to spend this allocation on programs to reduce electricity demand. The Electric <br />Utility has implemented several programs since 2001 to meet this mandate, including the portable <br />evaporate cooler program and the commercial lighting rebate program. Our next program to be <br />implemented with the SB5X allocation is a residential compact fluorescent lighting program. <br />Through this program, we will distribute approximately 18,000 energy efficient compact fluorescent <br />lamps to City of Cotton residential electric customers via the U. S. Postal Service. Each lamp will <br />use approximately 15 watts, but provide an output equal to that of a regular 60 watt lamp. Besides <br />reducing energy use by 75% the lamps are expected to last six times longer than a standard <br />incandescent lamp. Our customers are expected to save more than $30 in energy costs for each <br />lamp they install. <br />DISCUSSIONIANALYSIS: <br />On April 29, 2004, the Electric Utility Department mailed a Request for Proposal for the purchase of <br />18,000 energy efficient compact fluorescent lamps, to ten known suppliers of lighting products. The <br />Request for Proposal specified a type W lamp with an output equivalent to at least 60 watts. We <br />also asked each vendor to provide a sample of the lamp they were proposing and that the lamps be <br />packaged in individual boxes suitable for mailing. <br />Six proposals were received on May 10, 2004, and evaluated by the Senior Energy Services <br />Specialist. Staff considered the following criteria when evaluating the different lamps proposed: <br />efficiency and light output per watt; estimated lifetime and warranty offered; whether or not the <br />packaging was suitable for mailing; and finally the purchase price per lamp. A Bid Analysis is <br />provided showing only the price and manufacturers of each proposal submitted. The <br />recommended vendor's price is underlined. <br />FINANCIAL IMPACT: <br />There is $76,908.00 available from the California S135X allocation. These funds need to be <br />appropriated in the FY 03/04 budget account number 520-8000-8050-2301-0000-000. <br />ALTERNATIVES: <br />The City Council may choose not to purchase the compact fluorescent lamps, but we will need to <br />find another program to meet our demand reduction goals as mandated by California SB5X. <br />
