CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 15, 2004 <br />Item #1 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Anthony Arroyo, Administrative Analyst If <br />SUBJECT: Approval of Organizational Changes for the Electric Utility, <br />Community Services and Public Services Departments and Amend <br />Resolution 57-04 to Establish or Modify the Salary Ranges for Five <br />(5) Positions <br />DATE: June 7, 2004 <br />BACKGROUND: <br />Because of the ongoing reorganization and retirement of some of the executive positions within the <br />city, there is a need to increase the salaries of the City Engineer and adjust the salary range of the <br />Community Services Director. There will also be two new job classifications in the Electric Utility <br />Department; one of which will be the General Manager (formerly Assistant Utility Director) and <br />Assistant General Manager (formerly Transportation and Distribution Superintendent). The <br />changes in the Electric Utility Department will become effective immediately with the approval of <br />Council and the changes in the Public Services and Community Services Department will occur on <br />or after July 1, 2004. <br />DISCUSSION/ANALYSIS: <br />Electric Utility <br />With the retirement of Tom Clarke, the Electric Utility Department will require new titles for those <br />personnel in charge of the daily operations. The title of the Utilities Director will be eliminated. The <br />current Assistant Electric Utility Director position will be upgraded to General Manager; the title of <br />Transmission and Distribution Superintendent will be upgraded to Assistant General Manager. <br />The Assistant General Manager will become a contractlexempt employee within the Executive <br />group. <br />Effective with the approval of Council, the salary range for the General Manager will be $7,624- <br />$9,266 per month; the salary range for the Assistant General Manager will be $7,243-$8,803 per <br />month. With the elimination on the Utilities Director, these changes result in a net savings of <br />$119,020 per fiscal year. <br />Community Services <br />With the retirement of Ron Kenny, the Recreation Services Manager title will be eliminated. The <br />current Recreation Services Manager, Bill Smith, will fill the Community Services Director position. <br />Mr. Smith will oversee Recreation, Library Services and Childcare Services. The Community <br />Services Director salary will be reduced 10% from $6,759-$8,515 to $6,407-$7,787. This results in <br />a net savings of $94,944. <br />
