FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF BID FOR REHABILITATION OF WELL PLANT NO. 19 AND <br />REHABILITATION OF WELL PLANT NO. 21 <br />DATE: JUNE 7, 2003 <br />BACKGROUND: <br />Well Plants 19 and 21 are two of the City's largest water -producing wells. The Wells are essential in the <br />Water Department's ability to provide adequate water and fire flows to the Central Zone, which serves <br />customers in the Downtown, South Colton, La Loma Hills, and Cooley Ranch areas. <br />DISCUSSION/ANALYSIS: <br />The production capacity on Wells 19 and 21 have decreased significantly in 2004. On April 14, 2004 the <br />City hired Layne Christensen to inspect and videotape both wells. The videotape shows calcium buildup on <br />most of the perforations and on the well casings. In order to meet the water demand for the summer <br />months, the Water Department solicited bids for the Rehabilitation of Well Plant No. 19 and the <br />Rehabilitation of Well Plant No. 21.
