City Council Meeting of March 2, 2004 <br />CDBG Project 2004-2005 <br />Page 2 of 3 <br />that the City Council has approved for the past five fiscal years, 1999-2000 to the current year <br />2003-2004 (this list was previously provided to the Council on February 4, 2004). <br />At the Committee meetings, two copies of the 42 applications were made available for the <br />Committee's review. The Committee was informed that the City of Colton's CDBG Allocation <br />for fiscal year 2004-2005 will be $547,000, and that only 15% of the allocation can be used to <br />fund Public Service Program Proposals. The Committee reviewed the 12 Construction and Other <br />Community Improvement Proposals that requested a combined total of $1,071,450 in CDBG <br />funds; and the 30 Public Service Program Proposals that requested a combined total of $479,785 <br />in CDBG funds. The Committee praised all of the viable projects that were under review and <br />expressed disappointment that insufficient funds were available to allocate all or at least a portion <br />of CDBG funds being requested. <br />After considerable discussion on the projects, the Committee was in unanimous agreement that <br />City sponsored Construction and Public Service projects should be selected for funding, in order <br />to maintain direct administrative oversight and to ensure maximum public service to Colton low - <br />and moderate -income residents. Based on the review of the CDBG eligible project proposal <br />applications, the CDBG Ad -Hoc Committee recommends that the City Council approve the <br />funding of CDBG projects listed in Attachment "B". <br />ALTERNATIVES: <br />The Council may reject the projects recommended for funding by the CDBG Ad -Hoc Committee <br />and select alternative projects for funding. The County has requested that the City submit it's list <br />of funding recommendations by no later than March 5, 2004, in order to meet their schedule for <br />the 2004-2005 CDBG application submittal to the United States Department of Housing and <br />Urban Development (HUD). Failure to submit a list of funding recommendations will delay <br />receipt of federal funds to implement public service and community improvement projects. <br />FINANCIAL IMPACT: <br />The City's anticipated allocation of CDBG funds for fiscal year 2004-2005 is $547,000. All <br />approved projects are 100% reimbursable from the CDBG Program. <br />ENVIRONMENTAL IMPACT: <br />There is no impact at this time. Environmental Assessments are required of all CDBG funded <br />activities prior to implementation. <br />CONFLICT OF INTEREST: - Gift Disclosure Requirements <br />None. The CDBG Program is a federally funded program administered by the San Bernardino <br />County Economic and Community Development (ECD) Department. <br />RECOMMENDATION: <br />Staff recommends the City Council conduct a public hearing and approve the funding of <br />Community Development Block Grant (Community Development Block Grant) projects <br />
