ANALYSIS/DISCUSSION: <br />Upon review of the bid documents by the City Staff and on the recommendation of Economic <br />and Community Development (ECD) - County of San Bernardino, the lowest responsive and <br />responsible bidder is Meadows Conshuction Services Inc. in the amount of $ 335,517. The total <br />CDBG Grant for the project is $34Q000. An amount of $15,000 has been expended for plans, <br />engineering and estimate (PS&E) and an approximate amount of $5,000 has been expended for <br />printing of plans and specifications, adver[isement, and mailing of documents for the two (2) bid <br />process with remaining $320,000 available for construction. <br />Staff is recommending appropriation of additional funds in the amount of $60,000 from <br />Proposition 40 - Reimbursable Per Capita Grant to cover the cost of modular units and the <br />remaining nnprovements. The consuuction of the remaining improvements is expected to cost <br />approximately $40,000 for both sites. <br />CONFLICT OF INTEREST: <br />Exact Business Name: Meadows Construction Services, Inc. <br />President or equal: Rebecca M. Wicklow <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvement is exempt under CEQA Section 15311 - Consriuction, or <br />placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or <br />institutional facilities. <br />FINANCIAL/FISCAL IMPACT: <br />The CDBG Child Care Modular Project has a total funding of $340,000.00 with the following <br />breakdown and account numbers: <br />Project Number <br />• #1 04-241 1 8 (Reche Canyon Elem) <br />• #104-26118 (Wilson Elem.) <br />Account Number Amount <br />215-6608-6550-3890 $160,000.00 <br />215-6631-6550-3890 $180,000.00 <br />These amounts aze reimbursable upon completion of the entire project and acceptance of the <br />completed work by the City of Colton and ECD. <br />There aze $320,000 available in aforementioned accounts. Staff is recommending allocation of <br />$60,000 from Proposition 40 - Reimbursable Per Capita Grant to cover the balance and <br />conshuction of remaining improvements or any contingencies that may arise during construction. <br />Staff tespectfitlly recommends that Council: <br />• Approve resolution amending the budget for FY 03-04, appropriating additional fund in <br />the amount of $60,000 from Proposition 40 - Reimbursable Per Capita Grant for the <br />construction of CDBG Child Care Modular Project for Wilson Elementary ($20,0000) <br />and Reche Canyon Elementary ($4Q000). <br />
