The Land Use Plan Map for the Reche Canyon Specific Plan referred <br />to in Section 18.34.060 of the Colton Municipal Code is hereby amended as shown on the attached <br />Exhibit "B-1." <br />SECTION 3. Based on the entire record before the City Council, including all written <br />and oral evidence presented, the City Council finds that the proposed amendments to the Specific <br />Plan are consistent with the General Plan of the City of Colton ("General Pian") and the Reche <br />Canyon Specific Plan and are not contrary to the goals and objectives of the General Plan and <br />Specific Plan for the following reasons: <br />A. The Specific Plan Amendments would clarifythe density requirements <br />of the Specific Plan so that future applicants can process development projects in a timely and <br />consistent manner. <br />B. The Specific Plan Amendments are consistent with the Specific Plan <br />and General Plan standards and criteria for development, and standards for the conservation, <br />development, and utilization of natural resources, where applicable, because the Specific Plan <br />Amendments promote environmentally-sensitive development within the newly-created sub-planning <br />area. Moreover, the Specific Plan Amendments incorporate additional design and grading standards <br />and criteria that are consistent with existing components of the Reche Canyon Specific Plan. <br />C. The Specific Plan Amendments are consistent with the goals and <br />objectives of the General Plan and Specific Plan, including the following: <br />1. GP Land Use Element- General Objective No. 1. The Specific Plan <br />Amendment promotes the creation of land use patterns, which provide a safe, harmonious and <br />attractive residential living environment. The proposed Specific Plan Amendments create <br />development standards and amend the land use plan to accommodate a 47-lot, single family <br />residential subdivision with large amounts of open space. The existing and proposed development <br />standards contained in the Specific Plan promote the design and development of environmentally <br />sensitive and aesthetically compatible residential development with appropriate public <br />improvements. <br />2. General Plan Land Use Element - Principle No. 2. The Specific Plan <br />Amendment promotes a diversity of residential development types and allows adequate design <br />flexibility by providing upper income housing opportunities in a hillside development setting. <br />3. General Plan Land Use Element - Principle No. 6. The Specific Plan <br />Amendment authorizes the development of housing in an environmentally sensitive manner and <br />avoids areas of the Subject Property that are too steep to develop in an environmentally sensitive <br />manner. Moreover, the Mitigated Negative Declaration (MND) prepared for this project identifies <br />mitigating measures to reduce the risk of occurrence or exposure to hazardous areas. <br />4. Generai Plan Land Use Element - Standard No. 4. In areas <br />designated Residential Estate, slope, soil stability and other environmental factors shall be <br />examined before allowing development and determining allowable density, notto exceed 2 dwelling <br />units per acre. <br />5. General Plan Land Use Element- Standard No. E1. The Specific Plan <br />Amendment promotes a functional and adequate open space system, which will protect recreational, <br />agricultural and other permanent open space uses.
