In 2003, a study was conducted to determine alternatives to extend Project 3-5 to the Santa Ana <br />River. The development of this concept was broken down to an element of five distinct phases as <br />shown on project map attached as exhibit "A". <br />Public Services Department solicited for proposals, from ten major Engineering firms capable of <br />providing storm drainage design engineering for the magnitude of this project. Staff received <br />formal proposals from three (3) firms, with their corresponding fee amounts as follows: <br />1. Associated Engineers, Inc. Ontario, Ca. $ 842,600.00 <br />2. Engineering Resources <br />of California, Inc. — Hemet, Ca. $ 477,510.00 <br />3. GK and Associates — Diamond Bar, Ca. $ 575,000.00 <br />ANALYSIS/DISCUSSION: <br />Upon review, City staff found that Engineering Resources of Southern California, Inc. is the best <br />qualified firm to perform the professional design services. Engineering Resources of Southern <br />California, Inc. had a substantial part in developing the original design concept and development of <br />alignments for the 3-5 original project. <br />Staff recommends that out of the five phases outlined in the Comprehensive Storm Drain Plan No. <br />3; Project 3-5, only phases I, II, and III be designed at this time. <br />CONFLICT OF INTEREST: <br />Engineering Resources of Southern California, Inc. <br />President: Matt Brudin, P.E. <br />Contact: Dennis C. Rieger <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 (b) — Repairs of <br />existing highways and streets. <br />FINANCIAL/FISCAL IMPACT: <br />There are funds available in the Fund Balance Account in the San Bernardino County Hospital <br />Fund 754-2790. These funds will be transferred to the C.I.P. Fund Account 457-6632-6850-3890. <br />The total cost of designing all five phases is $477,510.00. The cost to design Phases I, II, and III <br />only is $387,055.00. In addition, staff is recommending a10% retention be included in the fund <br />allocation in the amount of $38,705.50 for contingencies and other related expenditures. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council: <br />1. Approve Resolution appropriating funds for the Comprehensive Storm Drain Plan No. 3, <br />Project 3-5 from the San Bernardino County Hospital Fund Balance to increase appropriate in <br />the Capital Improvement Fund Account 457-6632-6850-3890 <br />
