CITY OF COLTON Item #15 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of March 16, 2004 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF RESOLUTION AND REQUEST FOR RECRUITMENT AND <br />RATIFICATION OF ONE EMPLOYEE APPOINTMENT TO THE FULL-TIME POSITION <br />OF UTILITIES ENGINEER FOR THE WATER/WASTEWATER DEPARTMENT <br />DATE: February 24, 2004 <br />BACKGROUND <br />The Water/Wastewater Department has several Capital Improvement projects in progress. Initial project <br />acceptance through final project approval requires having a full-time staff member to administer the <br />various areas and make sure all requirements are being met. <br />DISCUSSION/ANALYSIS <br />The demand for engineering and plan check services from development throughout the city needs to be <br />addressed. With the exception of the Director, the Department does not have anyone currently on staff <br />who meets the technical requirements necessary to oversee these projects. The attached Job Description <br />helps define the qualifications the Department is seeking for the position. <br />FINANCIAL IMPACT <br />This position was authorized in the approved Fiscal Year 2003/04 Budget. Funds will be charged half to <br />Account Numbers 521-8100-8101-1010 (Salaries) / 521-8100-8101-1100 (Related Benefits) and half to <br />Account Numbers 522-8200-8200-1010 (Salaries) / 522-8200-8200-1100 (Related Benefits). <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority approve the attached resolution and request for <br />recruitment and ratification of one employee appointment to the full-time position of Utilities Engineer for <br />the Water/Wastewater Department, as recommended by the Director of Water & Wastewater Operations. <br />Attachments: Resolution for Utilities Engineer Position <br />Job Description for Utilities Engineer Position <br />Report prepared by: Eric R.
