Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 18, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE AMENDMENT NO. 2 TO THE ARCHITECTURAL <br />DESIGN CONTRACT OF PURKISS ROSE -RSI FOR THE BIG <br />LEAGUE DREAMS SPORT PARKS PROJECT IN THE AMOUNT OF <br />$28,000 AND AMEND SECTION 3.1.2 OF THE CONTRACT <br />AGREEMENT EXTENDING THE COMPLETION DATE TO JUNE <br />30, 2004. <br />DATE: May 11, 2004 <br />tSAl;KUR UND: <br />On May 7, 2002, the City Council authorized the award of Architectural Design Contract of Big <br />League Dreams Sport Parks Project to Purkiss Rose -RSI (Architect) in the amount of $381,325. <br />This amount was based on Purkiss Rose -RSI proposal dated April 17, 2002. On August 19, 2003 a <br />change order in the amount of $33,740 was approved by the City Council. This adjustment was <br />necessary due to change in site location from the former Frontier -town parcels to the current parcel <br />across from Ashley Furniture. The total adjusted contract amount was then $415,065. The original <br />proposal included an additional item (not included in the contract amount of $381,325) for <br />preparation of architectural plans and construction documents for a multi-purpose Sport Pavilion <br />Structure in the amount of $22,800. The City chose to delay the award of the additional design for <br />the multi-purpose pavilion until after the site was acquired. <br />ANALYSIS/DISCUSSION: <br />The inclusion of the multi-purpose sport pavilion structure will significantly enhance the status of <br />the project as a prime sports park within the City. The proposed multi-purpose pavilion is a perfect <br />venue for various public and private functions, gatherings and sport events. It is a standard feature <br />of the Big League Dreams parks and is a required item pursuant to the City's agreement with Big <br />League Dreams. <br />The current site located at Ashley Way is considerably smaller than the original site along Valley <br />Blvd., the basis of the consultant's original fee proposal. The original fee proposal assumed using <br />the design of the Pavilion as constructed at the Chino Hills Big League Dreams site. The consultant <br />requested a fee of $36,000 to design a modified Pavilion to meet the site constraint at Ashley Way. <br />Staff negotiated with the consultant to reduce the cost to $28,000, which is $5,200 higher than the <br />original fee proposal of $22,800. <br />
