legislative changes to the Brown Act defined a `new or increased assessment' to exclude <br />certain conditions. <br />On April 1, 2003 the City Council approved an amendment to the Colton Municipal Code <br />increasing the powers and duties of the Community Facilities District Commission (CFD) to <br />include review of the LLMDs.
